Cents are measured against the string you are tuning, not against the nearest chromatic note. A low E that has drifted well flat still reads as a flat E here, rather than as a sharp D# — which is the reading that leaves you working out which way to turn the peg.

The scale expands from ±50 to ±15 cents as you close in, because the last few cents are where the work happens and a fixed scale hides them. Within 4 cents it calls the string done.

Compare the frequency, not the cents. An open low E at concert pitch is 82.41 Hz; A is 110.00, D is 146.83, G is 196.00, B is 246.94 and the top E is 329.63. If this tuner shows those figures while another calls the same string flat, the other one is set to a different reference pitch — hardware tuners nearly all have that setting and it is easy to knock. Set Reference A above to match it and they will agree.

A tuner set to A435 reads as in tune a string that a tuner set to A440 calls 20 cents flat. Neither is broken; they are measuring against different definitions of correct.
